The Library Board was established by City ordinance in 1898. Nine trustees, selected by the Caucus, are appointed by the mayor with approval by the City Council. Trustees serve a maximum of two three-year terms. By state law, the Library Board is the authority board, with fiduciary responsibility for the Lake Forest Library.

The Board is organized into three working committees: Finance, Planning, and Services. Officers are elected annually and include president, vice-president, treasurer, and secretary. The trustee year runs from July 1 through June 30; that is set by state law.

The Board meets the second Tuesday of the month at 7:30 pm at the Library.
